​The project site, located within developed and undeveloped areas of an industrial park, comprised of a portion of a former army camp that was decommissioned in 1946.  The project site is located on parcels totaling over 100 acres, which were redeveloped for industrial and commercial use. We were responsible for all aspects of design/build environmental services including extensive assessments of ground water, soil, sediment and surface water. Upon completion of assessments activities, we designed, and then implemented all aspects of remediation including closing a refuse landfill, remediation of a PCB surficial soil issue, decontamination of a storm water drainage system, decommissioning and closure of former waste water treatment facility, and dredging of a PCB impacted stream.

To facilitate redevelopment of the project site, comprehensive site assessments were completed under the Massachusetts Contingency Plan, including review of historical data, and extensive drilling, sampling and analysis of soil, groundwater, sediment, surface water, and sludge; Method 3 human health and ecological risk characterizations, which were used in part to establish remedial goals; evaluated options for remediation of affected areas; prepared specifications and bid documents; prepared an Activity and Use Limitation, and performed construction oversight.

Work performed included total design/build, turnkey assessment and remediation, as well as permitting for the site. Permits included wetlands delineation, obtaining local Conservation Commission approval through Requests for Determination of Applicability and Notices of Intent; U.S. Army Corps of Engineers approval; MADEP approval through a 401 Water Quality Certification, MEPA Environmental Notification Form, and submittal of Phase II, Phase III and Phase IV documents; MA Dept. of Fisheries and Wildlife approval; and U.S. EPA approval under TSCA and NPDES.

During construction, we completed all work as the general contractor, responsible for all aspects of construction project management. In performing these services, we prepared all designs and bid documents, solicited bids, evaluated bids and recommended the most responsive contractor to the owner. Upon selection of contractors, we engaged the contractor and then managed all details of the work. We provided full time field oversight and coordination with other contractors, the City, prospective purchasers and all regulatory agencies. We developed project cash flows reports and schedules and submitted periodic status reports, as well as all site closure documents and summary reports.
