Environmental Strategies & Management (ES&M) was founded in 1995, when its principals, Tom Sylvia and Doug Heely, set out to pursue their goal of providing personalized, high-quality environmental consulting services at a fair price. Fast forward to today and we are now a dynamic, full service firm with diverse capabilities that serve customers throughout New England. In 2016 we merged with former Rhode Island-based Resource Controls to bring further diversification and talented staff to our business. Despite our growth, we have not lost sight of what is most important to us - understanding our customers' needs and providing cost-effective solutions to their projects.

ES&M's Staff
ES&M maintains a staff of dedicated professionals with diverse skills in project management, hydrogeology, engineering, risk assessment, and many other related disciplines. We have a very experienced and well equipped field services group that self-performs a wide array of field tasks, from assessment to remedial system installation and operation. Our in-house capabilities both in the office and in the field allow us to understand and address our customer's needs quickly and cost-efficiently.
Harrison SwiftOperations Manager
Harry is responsible for the daily operations of the firm, as well as helping to strategize and formulate the future of ES&M. His presence at ES&M allows for the Principals of the firm to focus their efforts on serving our customers. Harry is a Professional Geologist and Certified Hazardous Materials Manager with decades of experience in the environmental consulting arena. His project work over the years has included soil and groundwater assessment and remediation, as well as due diligence and compliance consulting.

Dan BatchelderEnvironmental Scientist, Operations Group Lead
Dan Batchelder joined ES&M after completing his Bachelor of Science degrees in Emergency Management and Marine Safety and Environmental Protection at the Massachusetts Maritime Academy. Dan implemented and oversaw many remediation projects and field investigations during his years as a Environmental Scientist and Technician with ES&M. Dan is currently managing daily operations of the company as the Operations Group Lead, scheduling of field staff, equipment, and subcontractors for the company. He spends most of his time in the Norton office.

Camerin BennettProject Associate
A newer member of the ES&M team, Camerin joined us in 2018 after earning her Masters of Science in Geography / Environmental Policy from the University of Oxford and gaining experience in a range of environmentally-focused positions. At ES&M, she works on a variety of projects including conducting ASTM site assessments, performing GIS work, writing and reviewing reports, managing data, and handling anything else that comes along.

Angela Boyd, LSPEnvironmental Scientist, Project Manager
Angela Boyd is a Massachusetts Licensed Site Professional and is a project manager and environmental scientist at ES&M. Angela came to ES&M more than ten years ago following her employment as a senior chemist at Groundwater Analytical. She is currently involved with assessment, remediation and redevelopment projects in Massachusetts, Rhode Island and New Hampshire. With her laboratory background, Angela also manages ES&M’s laboratory report QAQC program.

Joe Callahan, LSP, CHMM, TURPSenior Project Manager
Joe has nearly 30 years of experience in the environmental industry. He is a Massachusetts Licensed Site Professional (LSP #7936), a Certified Hazardous Materials Manager (CHMM) and a Toxics Use Reduction Planner (TURP). He is a Senior Project Manager for environmental assessment and remediation projects for major petroleum (both retail and terminal sites), industrial, and utility customers at sites throughout Massachusetts and New Hampshire. He manages several projects that involve wetlands permitting and storm-water management. Other projects include site investigations and remediation activities related to chlorinated solvents, gasoline, fuel oil, and mixed fuels from leaking USTs, ASTs, and supply piping. He has experience with all Phases under the Massachusetts Contingency Plan, and has worked on EPA-funded projects for which he has prepared EPA required project documentation such as Quality Assurance Project Plans (QAPP), Sampling and Analysis Plans (SAP), Health and Safety Plans, and Waste Management Plans.

Doug CloughEnvironmental Technician/Maintenance and Operation
Doug has worked in the environmental industry for almost two decades. As an environmental technician, he spends most of his time at our petroleum terminal sites keeping our remediation systems running smoothly. Doug spends almost all of his time out in the field.

Evan CucéEnvironmental Scientist, Project Manager
Evan came to ES&M as a field technician after earning a Bachelor of Science in Environmental Science and Business Management from UMASS Amherst. After several years implementing and supporting field activities for the company’s assessment and remediation projects at petroleum, commercial, and industrial sites, Evan made the move to our Rhode Island office where he took on the role of Project Manager. He oversees most of ES&M’s Phase I and II Environmental Site Assessments and supports RI operations.

Eric DeNardoStaff Engineer, EIT, Civil Engineering Group
Eric DeNardo works on civil engineering and construction management projects where he is involved in the oversight of redevelopment work, erosion control installation and regulations, and soil sample collection. He has authored and supported a variety of project reports including Remedial Action Progress Reports, SESC Plan Inspection Reports, Erosion Control Statement Letters, and Contract Bid Documents. Eric uses AutoCAD to creates graphics depicting building layouts, proposed utility placement, and other aspects of construction. Eric recently passed the Engineer In Training exam.

Matt DuclosField Supervisor, Environmental Group
Matt has been with ES&M for more than a decade. He is a Field Supervisor in our Field Services Group. Among his many technical talents, Matt is also a Grade 2-I Waste Water Treatment Operator, is certified by the U.S. Dept. of Interior to conduct electro-fishing, and has completed GHS labeling and hazard communication training.

Lisa FlynnDatabase and Deliverables Manager
Lisa has been with ES&M for almost two decades. She wears many hats but spends most of her time managing our deliverables process and our project databases. An MS Access power user, Lisa prepares most of our data presentation material, and she is also involved in preparing proposals, marketing materials, and managing the company’s new Cloud-based information system. She also built all of the many iterations of our website over the years.

Mark HouseVP, Program Manager
Mark House has over 30 years of technical and managerial experience in environmental site assessment and remediation throughout New England and the east coast. His experience includes overseeing environmental cleanup and site closure activities in accordance with RCRA, CERCLA, and various state regulations. Mark has also assisted clients with managing risks associated with Brownfield redevelopment including the identification, evaluation and procurement of funding vehicles, completing comprehensive assessment and remediation efforts, and structuring beneficial insurance products and institutional controls. He is responsible for maximizing corporate efficiency and profitability while maintaining client satisfaction through consistent, responsive, cost effective, high quality work. Mark also functions as a Project Director on several projects with the responsibility of identifying solutions to meet client needs and regulatory compliance, proposing and negotiating budgets, implementing response actions in a timely manner as well as allocating and aligning resources.

Dana HowardGroup Lead, Environmental Group
Dana Howard has more than 17 years of experience with ES&M as a Field Engineer. He is skilled in plumbing, mechanical, and electrical trades which allows him to install, operate, monitor, and maintain the company’s numerous remediation systems. His experience includes remediation system installation, contractor supervision to ensure safety requirements are met and project goals are achieved, system operation and maintenance, system troubleshooting and repair, recommending and implanting changes that improve system performance, reduce maintenance requirements and reduce overall costs. Before joining ES&M in 1999, Dana worked for more than 15 years in the heating and air conditioning industry. He has experience in the installation and maintenance of heating and air-conditioning systems, including wiring and plumbing. He has supervised and trained technicians and maintains our fleet of vehicles.

Timothy LeggStaff Civil Engineer
We are excited to welcome Tim to the ES&M family. Tim is a recent graduate of the University of Rhode Island, with a degree in Civil and Environmental Engineering. During college Tim interned with the RIDOT Stormwater Management Office where he assisted resident engineers on the use of SESC/SWPPP. He also gained experience in presenting technical information, state and federal permitting, BMPs, and site plans. Tim’s focus at ES&M will be environmental remediation, site planning and civil design, construction management.

Roy MessierLead Engineer, Engineering Group
Roy Messier has diverse design and modeling experience in the areas of site development, storm-water management, transportation, structural engineering, waste-water, and architecture. His responsibilities have included preparing design plans and contract specifications, estimating construction costs, construction management including inspections and review of payment applications, shop drawing review, designing subsurface storm water disposal systems, designing roadway systems and profiles, details, report graphics and presentation displays. Roy also has experience in RIDOT and HUD projects, RIDEM, MassDEP and EPA Permitting. He has over 10 years of professional civil engineering experience and he has substantial knowledge of drafting and modeling using AutoCAD and HydroCAD software. He also has an extensive understanding of municipal engineering and infrastructure improvements. He has contributed to design and drafting for over 25 state and local transportation, structural, and utility system projects. He has specialty skills in land development, grading, drainage and parking layouts and also has significant experience in transportation, storm water disposal systems, and roadway design.

Amber NavarroAdministrative Assistant
Amber is the Administrative Assistant in our Rhode Island office. She handles invoicing, accounts receivable and accounts payable for our Rhode Island projects. She keeps the office running smoothly and if you call the Pawtucket office, it’s Amber’s cheerful voice you will hear.

Brooke PaulsenStaff Scientist
Brooke joined ES&M in 2016 after graduating from the Massachusetts Maritime Academy where she earned Bachelor of Science degrees in Marine Safety and Environmental Protection. She also has a minor in Marine Biology. Brooke is a key member of our field staff and performs a variety of tasks at our assessment and remediation projects. While skilled at groundwater and soil sample collection, monitoring well gauging and field screening, Brooke is also known for her effective problem solving and communication skills. In addition, she provides remediation system installation, operation, and maintenance support, health and safety protocol; and subcontractor supervision. Brooke has conducted several Phase I Environmental Site Assessments and Phase II Limited Site Investigations and is involved with a PRB Study we are conduction on behalf of a Cape Cod municipality, and a large-scale excavation of soil impacted with coal-tar in Providence, RI.

Jeff Plante, PEEngineering Director
Jeff Plante recently joined the ES&M family as Engineering Director. Jeff will split his time between our offices in Norton and Pawtucket. Jeff is a forward thinking environmental health and safety (EHS) and engineering professional with over 30 years of national and international management and leadership experience. He has provided corporate and global EHS and engineering program leadership and strategic compliance, advisory, and project management services for multi-site national and international organizations in the energy, utility, IT, biopharma, manufacturing, commercial, and public sectors. He is a licensed Professional Engineer (PE) in Massachusetts, Maine, and Rhode Island, who excels at building internal and external project teams to meet project and program needs and objectives. Jeff’s extensive experience includes energy and sustainability program development; mergers and acquisitions’ due diligence and integration services; regulatory/stakeholder impact assessments, strategic planning and implementation; infrastructure and facility expansions, improvements, and new construction; project feasibility, siting, permitting, construction, and operations; EHS auditing and management system development and certification; disaster planning, security planning, and emergency-response program management; and crisis/risk management. Barb Riley, CSPProgram Manager, Northeast Massachusetts Office
Barb Riley recently joined the ES&M family and is managing our Newburyport office. Barb is a seasoned Environmental, Health, and Safety professional with over 30 years of leadership experience in the aviation manufacturing industry and in the environmental consulting business. She is a Certified Safety Professional (CSP) and is skilled in EHS management systems, risk reduction, environmental compliance, and remediation, demolition and site restoration. She also has extensive experience with site permitting, auditing, sustainability, construction/project management, construction and industrial safety, human and organizational performance and injury reduction. Customer focused and solution oriented, Barb utilizes her extensive network to develop and manage teams (internally and externally as necessary) to help customers in industry/manufacturing, government, real estate, commercial development and legal entities meet their goals and objectives.

Tom SneesbyOperations Manager
Thomas Sneesby is our Operations Manager and he primarily works out of our Rhode Island office. He oversees our field services division to insure efficient use of resources and timely project execution. Tom is a seasoned environmental project management, assessment and remediation professional who specializes in site remediation, operation and maintenance. He also holds a Massachusetts Grade V Wastewater Treatment Operator license. With 30+ years of experience in the environmental and electronic industries, Tom’s focus is on safety, customer responsiveness, cost-effectiveness, quality workmanship, accurate and timely reporting, subcontractor management, budget, resource and schedule management, system troubleshooting and repair, and on-site decision making.
