New England Style Village Center Development

Services Provided:
  • Comprehensive layout and grading including design of several miles of roads in the Residential Community and Village center.
  • Design of 20,500 linear feet of gravity sewers.
  • Design of a 200,000-gallon/day sanitary sewer collection, pumping, treatment and disposal system.
  • Extension of existing water mains and construction of a booster pump station and water tank.
  • Open and closed storm water drainage system with several detention ponds
  • RIDEM Freshwater Wetlands Permit, Groundwater Certification, ISDS permit, Sludge Disposal permit, RIDOT, Physical Alteration Permit for entrance access; DOH and Town Permits.
Project Description:
Our Engineering Division is responsible for the Richmond Commons project area which consists of 300 acres of land, previously used for gravel operations.  It is located near the intersection of US Route 95 and US Route 138 in the Town of Richmond, Rhode Island. 

The project has two components: 
  1. A new Village Center with approximately 600,000 square feet of retail, office and commercial space; a village green with areas for public activities and parking for 3,000 cars; at least one mid-sized restaurant and other food-oriented establishments; and 
  2. The Residential Community with 399 units in duplex, triplex, quadplex and apartment format; a community center with recreational amenities, walking paths and look-outs serving the age-restricted population.

​The entire development will be served by its own wastewater collection, treatment and disposal system, an extension of the Town of Richmond water system that will include a 750,000 gallon storage tank, a sophisticated stormwater management system that will include both open and closed drainage, underground and above ground detention and/or retention basins, extensive landscaping and outdoor amenities. A pertinent component of this project is the internal circulation. Since deliveries to commercial establishments are done in large vehicles, roadway and intersection geometry design was most critical. The project includes the design of five miles of new roadways and streets and three new access points from Route 138. The project required and received several permits from the Rhode Island Department of Environmental Management, the Rhode Island Department of Transportation, the Department of Health and the Town
