Challenges:

The site is an active, 60 acre bulk petroleum storage and dispensing terminal located on the banks of the Weymouth-Fore River in eastern Massachusetts.  The property was also used for petroleum refining and storage over 100 years ago.  The boundaries of the site include several properties no longer owned by this customer, including an electrical generating plan, an auto dealership and other commercial properties.  The contaminants of concern at this complex site include a wide range of petroleum products and heavy metals.

Solutions:
Initially, ES&M was retained to assess and remediate one of the off-site properties that was in litigation, and to evaluate and upgrade a non-functioning groundwater treatment system that was experiencing compliance issues.  Since that time, ES&M has been providing a wide range of environmental consulting services including operation, maintenance, and upgrade of two groundwater/LNAPL recovery and soil vapor extraction systems; maintenance of an open-ended RAM Plan for soil and groundwater management during routine construction and maintenance activities; comprehensive review and improvement of the facility’s storm water system; and waste management reporting and compliance.  We are also managing environmental matters at the off-site properties including operation and maintenance of a SVE/vapor intrusion mitigation system, routine high-vacuum events for LNAPL recovery, and soils management.

Services Performed:
  • LSP Services on All Terminal-Related Matters
  • MCP and NPDES Compliance
  • MCP Phases II through Phase V, including Remedy Operation Status
  • Remedial System Design and Optimization
  • Public Involvement
  • Subsurface Investigations (Soil Borings/Monitoring Wells/Soil Gas Surveys/Test Pits, etc.)
  • Bedrock Investigations
  • Risk Assessment
  • River Sediment Sampling and Evaluation
  • Wetlands Delineation and Restoration
  • Waste Tracking/Minimization and TRI Reporting

Significant Achievements and Milestones:
This customer has relied on us for over 20 years to perform a wide range of environmental consulting services at the storage terminal and at several related off-site properties.  The longevity of this relationship demonstrates the confidence that our customer has in us to solve complex problems and provide environmental services at the highest quality and the lowest cost.  We support our customer with prioritizing environmental and operational issues and providing strategic planning to maintain regulatory compliance and safe work practices.
